通過標準Modbus-RTU協(xié)議主動向安裝在受監(jiān)測點的各用能用水點的具遠傳功能的計量儀表采集相關數(shù)據，并通過GPRS無線模塊以GSM通訊方式傳輸匯總至公共機構節(jié)能監(jiān)管平臺集中綜合統(tǒng)一處理。GPRS是一種新型的移動通訊業(yè)務JANCD-XCP0101C-1，在移動用戶和數(shù)據網絡之間建立一種連接，給移動用戶提供高速無線IP或X.25服務，GPRS采用分組交換技術，每個用戶可同時占用多個無線信道，
同時一個無線信道又可以供多個用戶共享，資源被有效的利用，數(shù)據闡述速率高達160Kbps,使用GPRS通訊方式實現(xiàn)數(shù)據的分組發(fā)送和接收，用戶永遠在線且按流量計費，高速且降低服務成本。
基于GPRS的建筑能耗節(jié)能監(jiān)管安全系統(tǒng)具有以下特點：
a) 永遠在線：GPRS DTU一開機即可自動附著至GPRS網絡上，并與數(shù)據中心建立通信鏈路，隨時接受發(fā)送用戶數(shù)據設備的數(shù)據，功能強大，具有高實時性；
b) 按流量計費：GPRS DTU一直在線，按照接收和發(fā)送的數(shù)據包的數(shù)量來收取費用，沒有數(shù)據流量傳遞時不收取費用，節(jié)約成本；YASKAWA JANCD-XCP0101C-1半導體模塊
c) 高速傳輸GPRS網絡的傳輸速度最快可達到160Kbps，速度的高低取決于移動運營商的網絡設置，根據中國移動的網絡情況，目前可提供20~40 Kbps的穩(wěn)定數(shù)據傳輸；
d) 組網簡單、迅速、靈活，GPRS無線系統(tǒng)可以通過Internet網絡隨時隨地的構建覆蓋全中國的虛擬移動通信準用網絡，為廣大中小用戶提供接入便利，節(jié)省接入投資
3.3監(jiān)控管理層
公共機構節(jié)能監(jiān)管平臺基于杭州優(yōu)穩(wěn)自動化系統(tǒng)有限公司全自主知識產權的UWin Pro監(jiān)控管理軟件進行集中分析、判斷、評估、管理、記錄等。UWin Pro監(jiān)控管理軟件集工程管理器（UWinWks）、系統(tǒng)硬件配置軟件（UWinCFG）、實時數(shù)據庫（UWinRDB）、歷史記錄組態(tài)（UWinHDB）、設備管理器（UWinDev）、畫面開發(fā)系統(tǒng)（UWinView）
