The steam monitoring system must be designed and installed by qualified engineers or technicians in accordance with recognized practices. The well must be protected against traffic jams, permanently marked as "monitoring well" or "test well without filling", and equipped with a lock cap, which must be locked when not in use to prevent unauthorized entry and tampering. Steam monitoring shall only be used under the following conditions: (i) The soil in the excavation area must be sufficiently porous to allow steam to move from the storage tank to the steam sensor. Gravel, coarse sand and gravel are examples of porous soils; (ii) The stored substance or tracer compound placed in the tank must be sufficiently volatile to be detected by the vapor sensor; (iii) Steam monitoring shall not be impeded by groundwater, rainfall or soil moisture so that leakage may not be detected for more than 30 days; (iv) Background contamination shall not mask or interfere with the detection of releases; 6 NYCRR Part 598 – October 11, 2015 Page 13 of 35 598.6 (b) (v) The system must be designed and operated to detect an increase in steam above the background level. Monitoring must be carried out at least once a week; And (vi) the number and location of steam monitoring wells must be sufficient to ensure detection of leaks in any part of the tank and must be based on scientific research. The diameter of the well must be at least 4 inches. (4) Groundwater monitoring logs designed and installed by qualified engineers or technicians can be used. The well must be protected against traffic jams, permanently marked as "monitoring well" or "test well without filling", and equipped with a lock cap, which must be locked when not in use to prevent unauthorized entry and tampering. Groundwater monitoring can only be conducted in the following areas
Under the following conditions: (i) The stored substance must be immiscible with water and its specific gravity is less than 1; (ii) The groundwater level must be less than 20 feet above the ground. The hydraulic conductivity of the soil between the tank and the well shall not be less than one hundredth of a centimeter per second. Gravel and medium coarse sand are examples of such soils; (iii) The grooved part of the well casing must be designed to prevent soil migration into the well, and must allow hazardous substances to enter the well under high and low groundwater conditions; (iv) The well must be at least 4 inches in diameter and sealed from the ground to the top of the filter assembly to prevent surface water from entering the well; (v) The well must be located in the excavation area or within the technically feasible range; (vi) The monitoring method must be able to detect free products at least one eighth of an inch above the top of the groundwater. Monitoring must be carried out once a week; And (vii) the number and location of groundwater monitoring wells must be sufficient to ensure that any part of the tank leaks are detected, and must be based on scientific research. (5) Automatic tank gauging equipment may be used if it can detect a leak of two tenths of a gallon or more per hour, with a detection probability of 95%, a false alarm probability of 5% or less, and a maximum threshold of one tenth of a gallon of leakage is declared within one hour. Monitoring must be carried out once a week. (6) Other equivalent methods approved by the department, if the method can detect the leakage of two tenths of a gallon per hour, the detection probability is 95% and the false alarm probability is 5%. 6 NYCRR Part 598 – October.
