All bursting discs must be replaced with new ones at least every three years, or at any other frequency recommended by the bursting disc manufacturer, or adjusted according to the operating experience in the leakage prevention report. 6 NYCRR Part 598 – October 11, 2015 Page 20 Vegetation. Vegetation other than weed control shall not grow in the secondary containment system. Any grass in the secondary containment system must be trimmed to no more than 6 inches. Dead vegetation that may endanger the storage tank is not allowed to accumulate in the secondary containment system. Inspection of maintenance equipment. Before returning to service, all repaired equipment must be checked for tightness and stability. 598.10 Closures and Service Changes. Service changes. If the substances stored in the tank system are converted to hazardous substances or from one hazardous substance to another, the tank system must be evaluated by a qualified engineer to determine whether the materials are compatible, whether the pressure and vacuum relief systems are adequate, and whether the tank system is designed correctly and suitable for service changes. Before any underground storage tank system can be converted from storing hazardous substances to non hazardous substances, a site assessment must be conducted in accordance with subsection of this section.
Shut down the temporarily disabled tank system. (1) The above ground and underground storage tank systems temporarily out of service for 30 days or more must be closed as follows: (i) All harmful substances in the storage tank system must be removed to the lowest discharge point. Any hazardous waste removed from the tank system must be disposed of in accordance with all applicable state, local, and federal requirements. Tanks must be protected from floating in accordance with accepted engineering practices. (ii) All manholes must be locked or bolted, and filling lines, instrument openings or pump lines must be capped, locked or blocked to prevent unauthorized use or operation. (2) A storage tank system temporarily out of service shall comply with the registration, leak detection, and reporting requirements of parts 596 and 598 of this title. The storage tank system that has been out of service for more than one year must be inspected or tested before being restored to service, and its structure must be confirmed to be intact and sealed. (3) If the tank system is not protected against corrosion in accordance with 599.3 (d) and 599.8 (d) of this title, the underground tank system temporarily out of service for more than one year must be permanently closed. The department may approve the extension based on the on-site evaluation results conducted by the owner or operator. (c) Shut down the permanently disabled tank system.
